Jessica Hulsey is the founder and executive director of the Addiction Policy Forum, a national nonprofit dedicated to supporting individuals and families affected by substance use disorders. With decades of experience, Jessica has worked alongside leading scientists to make addiction research more accessible and understandable. She has trained medical professionals, judicial leaders, law enforcement, and policymakers on addiction science and effective interventions.
Jessica’s passion for this work is deeply personal—both of her parents struggled with addiction, leading to periods of homelessness, foster care, and incarceration. She began her advocacy at just 15 years old, working with a community anti-drug coalition in California before moving to Washington, DC, and later graduating from Princeton. Over the years, she has advised top policymakers, testified before Congress, and played a key role in shaping addiction policy at the national level and bridging the gap between science, policy, and real-world experiences.
